Enterprise Content Management (ECM)
In today’s world the explosion of electronic storage, while replacing many large physical storage areas, has created an environment that most professionals are not ready for. This breakout will talk about the history of ECM, as well as the components and best practices for government entities to consider when implementing ECM. Other critical issues, such as e-discovery and open records will be touched on as well.

Rita Reynolds is the Director of Technology Services for the County Commissioners Association of Pennsylvania (CCAP). She oversees the day to day administration of the Association's information technology, as well as representing CCAP and its affiliated associations as they develop cross-agency systems among CCAP membership, the Commonwealth, and other agencies. Rita serves as a liaison to the CCAP technology steering committee and county technology directors and has worked closely with various state entities including the Pennsylvania Commission on Crime and Delinquency (PCCD) to further technology integration solutions with county criminal justice departments, including the most recent data quality efforts to implement NIEM.
Rita possesses a B.S. in Business Administration, with a minor in Political Science from Messiah College. She has received various certificates including Competency Based Trainer and is in the final months of receiving a CIO certification through Rutgers University and the Public Technology Institute.
