Government agencies continue to face budget cuts and pressures to do more with less. As agencies continue to strive to offer important services to the citizens of The Commonwealth of Pennsylvania, they must find ways to efficiently deliver services in the face of declining budgets and increasing workloads. Furthermore, a recent trend towards performance based Federal grants makes efficiency and performance not a desired goal, but rather a requirement to maximize Federal funding.
Data mining is the process by which historical data is carefully examined to identify patterns and trends in the data, many of which were previously unknown, to formulate an algorithm or business process that can be used to solve a specific business problem. For years, data mining has been used in the private sector to solve a variety of complex business problems ranging from healthcare risk management, insurance underwriting and pricing, and target marketing to name a few. In the Public Sector, data mining is an emerging solution that represents a unique opportunity to unleash the power of an agencys historical data to proactively identify areas where scare resources should be more effectively focused to increase financial impact and social benefit.
Some examples of applying data mining to solve a specific business problem in the Public Sector include:
- Increase child support collections
- Reduce dis-enrollment in CHP and Medicaid
- Improve public health disease outbreak detection and intervention outcomes
This session will consist of two parts:
- Part 1 - Introduction to Data Mining - an introduction to data mining from a technical and business process perspective.
- Part 2 Data Mining in Action through specific examples, participants will be able to gain a better understanding of how data mining has been applied to improve resource allocation and outcomes in the Public Sector.
