Thriving in the World Without Secrets

The confluence of multiple information and network technologies is creating a new environment in which virtually everything is recorded, nothing is thoroughly secure against unauthorized access and people worldwide are inundated with information, much of which is of little or no value. (Knowing exactly which pieces of information are of little or no value, of course, is beyond the capabilities of most people and all machines.)

This environment is the "world without secrets." It is a global environment, and it raises global issues that our nationally oriented legal and societal frameworks are ill-prepared to handle. Like the global financial environment, it is built on abstractions, and it is just as real and powerful as money. Unlike money, the means at our disposal for managing this global information environment are immature and, at this point, essentially ineffective.
