Presenters Biographies

Deputy Secretary Charles Brennan directs the Office of Public Safety Radio Services within the Governor’s Office of Administration for the Commonwealth of Pennsylvania. Deputy Secretary Brennan is responsible for the operation and implementation of the PA STARNet 800 MHz radio system which provides voice and data capabilities for all Commonwealth agencies. Secretary Brennan is a 32 year veteran of the Philadelphia Police Department where he served as Deputy Commissioner prior to coming to the Commonwealth. As Deputy Commissioner, Secretary Brennan ran among other things the agency’s radio and technology operations including city police dispatch.

Major Wesley Waugh commands the Pennsylvania State Police Bureau of Technology Services. Major Waugh is responsible for Computer Operations, NLETS for Pennsylvania, Radio Operations, Strategic Development of all State Police IT initiatives including the Incident Information Management System (IIMS) which is the integration of STARNet voice and data with mobile computing, consolidated dispatching and integration of a records management system. Major Waugh is a 30 year veteran of the Pennsylvania State Police and has been in charge of PSP Technology since 1997.

Lieutenant Adam Kisthardt oversees radio voice and data interoperability for the Pennsylvania State Police. As a member of the State Police, Lieutenant Kisthardt works directly with the Office of Public Safety Radio Services to achieve interoperability with local, state and federal public safety partners. Lieutenant Kisthardt is an 18 year veteran of the Pennsylvania State Police.
