Jeff Bitner
Enterprise Architecture–Commonwealth of Pennsylvania
Mr. Bitner is the manager of the Enterprise Architecture (EA) Governance Division for the Commonwealth of Pennsylvania. He and his division are responsible for formulating and publishing technology standards and policies for the state following the state’s EA governance process. Prior to joining the commonwealth in January of 2006, Mr. Bitner consulted in the private sector for 19 years. His areas of expertise include software development processes, project management methodologies, object-oriented principles, software architecture and design patterns, and enterprise architecture frameworks and processes.

Ms. Keely joined the Commonwealth of Pennsylvania as an IT Policy Specialist in the Governance Division in Enterprise Architecture two years ago. She is responsible for collaborating with managers and agency technical staff to establish domain team activities, create IT standards, and revise processes. She is an IT professional with 11 years of experience advancing productivity and efficiency through a combination of technical and interpersonal strengths. She has been both an internal and external consultant in the public sector.
