An international panel from Israel, Britain, Turkey and the United States will discuss actual terrorist catastrophic events in terms of preparedness, response and recovery challenges, lessons learned and the polices that changed as a result of these experiences and lessons.

Ohio Senate

Steve Stivers is serving his second term as a member of the Ohio Senate. He was appointed to fill the unexpired term of State Senator Priscilla Mead on January 9, 2003 and was successfully elected to serve an additional term on November 2, 2004. He represents the 16th Ohio Senate District which includes Clintonville, Dublin, Upper Arlington, Grandview, Hilliard, Grove City, and the west side of Columbus as well as the townships in western Franklin County. Throughout his career in the Ohio General Assembly, Senator Stivers has been an advocate for programs and initiatives that promote economic development and encourage job creation. He was the major sponsor of lawsuit abuse reforms (SB 80). Senator Stivers passed numerous pieces of legislation during the 125th General Assembly. These include, but are not limited to,

SB 6 (amended and signed into law under HB 6) – which strengthens Ohio’s health emergency preparedness by improving the preparation as well as the emergency response capabilities for the threat of bioterrorism.
SB 47 – which allows members of the Armed Forces Reserves called to active duty to defer paying their property taxes during the length of their deployment. Since September 11, 2001, over 10,000 Ohio Reservists have been called to active duty.
SB 89 (amended and signed into law under HB 95) – which updates and revises the Ohio Victims of Crime Compensation Program administered by the Ohio Attorney General. Revisions included allowing police and firefighters to be eligible to receive compensation, and increasing the reimbursement amount for funeral expenses.
SB 80 - which reforms Ohio’s civil justice system by ensuring fair compensation for injured victims while removing the negative economic impact on jobs.

Senator Stivers serves as the Chairman of the Insurance, Commerce and Labor Committee and as the Vice-Chairman of the Finance and Financial Institutions Committee. He is a member of the Judiciary Committee on Civil Justice, the Judiciary Committee on Criminal Justice, and the Ways and Means and Economic Development Committee. Senator Stivers is currently a Lieutenant Colonel in the Ohio Army National Guard and recently served a tour of duty in Operation Iraqi Freedom. He has served in the military since 1985. He has held positions as Radio-Teletype Operator, Chemical Officer, Company Commander, Logistics Officer, Executive Officer and Battalion Commander. Senator Stivers holds a Masters degree in Business Administration from the Ohio State University (1996) and a Bachelor of Arts degree in Economics and International Relations from the Ohio State University (1989).

Istanbul Police Department Intelligence Division

Mr. Bulent Koksal is the Deputy Chief of the Istanbul Police Department Intelligence Division. He is specialized in separatist, leftist and fundamentalist terrorist groups in Turkey. He is one of the key role players in uncovering the Al-Qaeda's Istanbul Bombings in November 2003. He received his bachelor's degree from the Turkish National Police Academy in 1990. During his career, he worked at several police departments’ counter-terrorism and intelligence divisions at different ranks and positions. Mr. Koksal enriched his training and expertise as a counter-terrorism officer by attending a large number of national and international courses, some of which are TNP National Security and Intelligence Course, Intelligence Analysis Course by the TNP Intelligence Department, Criminal Justice Education by the University of Virginia, Advanced Latent Fingerprint Course by the US Department of Justice as well as the FBI National Academy. Mr. Koksal joins national and international conferences and training sessions as a speaker or a participant. He is the author of a book on undercover surveillance and the permanent instructor of the police intelligence courses within the TNP.

Cemal Kuloglu
Chief of Police
Turkish National Police

Mr. Cemal Kuloglu is the Deputy Head of the Counter-terrorism and Operations Department of the Turkish National Police (TNP). He assumed his position in 2004. Prior to his current post he worked at different police training institutions and police departments’ counter-terrorism divisions for 20 years as a commanding officer. Mr. Kuloglu is one of the most experienced and highest ranking experts of counter-terrorism within the TNP. He received his bachelor's degree from the Turkish National Police Academy. During his career, he commanded over five hundred counter-terrorism operations and actually carried out about three thousand interrogations. As a result of his successful career, he has become one of the most awarded commanding officers within the TNP. Besides counter-terrorism, he is an expert in the fields of VIP Protection, Human Rights and Modern Investigation Methods. He joins national and international level meetings and training sessions including the one was organized by the TNP and Ohio Homeland Security in Columbus, Ohio in November 2004.

Tony Lord works for the UK Home Office as the First Secretary for Justice and Home Affairs in the British Embassy, Washington. He covers the whole range of JHA matters - from anti-social behaviour to extradition to immigration. But one of his main responsibilities is to enhance the domestic security co-operation between the US and UK. Recent jobs have included policy adviser on working with the Muslim Communities to reduce radicalisation and the policy response to the July 2005 bombings.
