This session will review existing state programs and efforts, such as the Location Based Response System (LBRS), the Ohio Statewide Imagery Program, GIServOhio and efforts in support of Homeland Security/Homeland Defense and Emergency Response.

Stu is the Administrator of the state of Ohios Enterprise Shared Services section. This section operates under the Office of Information Technology (OIT), Service Delivery Division (SDD). It includes the Geographic Information Systems Support Center (GISSC), the Ohio Geographically Referenced Information Program (OGRIP), Implementation and Integration Services and the Enterprise Operations sections. These sections include major initiatives such as the Ohio Business Gateway (OBG), the Ohio Portal, the ePayment Engine, Electronic Data Interchange (EDI) and Data Exchange, Enterprise Geocoding, GIServOhio, the Location Based Response System and the Statewide Imagery Program to name a few.
In 1986, Stu began concentrating on GIS program development as the Franklin County, Ohio (Columbus) GIS program manager, responsible for the planning, design and implementation of their GIS. From 1992 to 1997, Stu worked for an international GIS/IT consulting firm supporting state and local government GIS/IT planning and implementation before coming to the State of Ohio and the Ohio Geographically Referenced Information Program (OGRIP). OGRIP is the authorized coordination body for geographic information and GIS in the State of Ohio. Stu chairs the Governor appointed OGRIP Council that consists of thirteen representatives from state (5), regional (1) and local government (5), academia (1) and the private sector (1).
Stu is a 20-year member of the Urban Regional Information Systems Association (URISA). Stu has been a National States Geographic Information Council (NSGIC) member since 1997 and represents the state of Ohio as the designated state GIS Coordinator. After five years on the NSGIC Board of Directors, he was elected as the NSGIC President-Elect in September of 2005.
