Frank Morrow is the Chief of the Program Management Division, Bureau of Enterprise Architecture, Governors Office of Information Technology. He received his PhD in Experimental High Energy Particle Physics from Cornell University and a Bachelor of Science degree from the University of Connecticut. Building on his experience in electronics and data analysis, Mr. Morrow migrated from science to computer technology, moving from science- to techno- geek. He has spent seven years working for the Commonwealth of Pennsylvania, mostly in areas of cybersecurity. Concentrating in the area identity and access management, he leads the Commonwealths Identity Protection and Access Management (IPAM) architecture team.
