Just as 9/11 and the magnitude of the emergency needs during Katrina hurricane taught us that coordinated, accurate communication within local police agencies and with other agencies is crucial, it has become obvious that language services represent an important area to fortify so as to ensure public safety. No department can know what important information or lead will be presented in what language. Being prepared is essential so as not to waste valuable time and resources and most of all to serve and to protect all persons and in all languages.
This panel will discuss some of the points highlighted in the Summit County Sheriffs Office and City of Lorain Police Department Limited English Proficiency (LEP) Model Policy for Law Enforcement on working with the LEP population and a suggested action plan.

Isabel Framer: is a Certified Court interpreter living in Ohio. She currently serves on the Board of NAJIT, as Co-chair of the Summit/Lorain LEP Model Policy for Law Enforcement, and the Supreme Court of Ohios Advisory Committee on Interpreter Services. She has testified as an expert in court proceedings regarding interpreter standards and has served as a consultant nationally. She presents CLE courses to judges and attorneys and training to law enforcement regarding legal issues, ethics, role and professional responsibilities of the interpreter in legal settings. In addition, Ms. Framer has authored numerous articles on judiciary interpreting.
