Jem Pagán
Director
Bureau of Enterprise Architecture
Commonwealth of Pennsylvania

Jem Pagán was appointed Director of Enterprise Architecture on November 4, 2003, and reports directly to Mr. Art Stephens, Deputy Secretary for the Office of Information Technology.
He is responsible for coordinating and leveraging the Commonwealth’s IT enterprise resources and knowledge expertise through a team-oriented approach to create more efficiency with less cost.
 
Mr. Pagán most recently served as the Chief Network Officer for the Maryland State Department of Public Safety, Probation and Correctional Services.  His responsibilities included providing 24-by-7 support for the state’s mission critical criminal justice and public safety network infrastructure, telecommunications, radio, email, and active directory services.
 
Prior to that, Mr. Pagán served as IT Manager and Business Consultant for Morgan State University, School of Engineering, Baltimore, MD. He led several IT initiatives, including wireless and mobility computing, software development, and business partnerships to advance the University’s mission of “anywhere, anytime” information access.
 
Mr. Pagán received a Bachelor of Science degree in Electrical Engineering from Morgan State University, and a Master of Science Degree in Information Technology from the University of Maryland - University College, College Park, MD.
