The Rendell Administration is taking a comprehensive look at the role of Information Technology from its role in state government operations to how it can best be utilized to improve economic development and quality of life for residents of the Commonwealth.

The Office of Administration/Office for Information Technology (OA/OIT) is facilitating a comprehensive planning process as a major first step toward forging an enterprise wide IT strategy.

Speakers will provide an overview of efforts by OIT to identify and maximize the Commonwealth's information technology assets to ensure that critical steps are taken to leverage existing solutions, maximize efficiencies across agencies, and encourage interoperability whenever practicable.

Arthur C. Stephens was appointed Deputy Secretary for Information Technology on March 3, 2003.

Mr. Stephens has over 16 years of experience in working with state government agencies and private sector financial institutions. He has skills in all phases of the systems development life cycle and specializes in IT strategic planning, business process reengineering, large systems development and organizational design projects.

Mr. Stephens worked with Deloitte Consulting from July, 1997 - February, 2003 as a senior manager and principal. As a principal with Deloitte's public sector information technology practice, he was responsible for the entire business: sales, project delivery, human resources, public relations and community service. He led Deloitte's health and human services practice, focusing on the departments of Public Welfare, Health, Labor & Industry, Insurance and Aging. In addition, he has significant experience with retirement systems, having completed projects for both the State Employee's Retirement System (SERS) and the Public School Employee's Retirement System (PSERS).

Mr. Stephens was a project manager for Andersen Consulting (now Accenture) from July, 1987 - July, 1997 where he focused on Revenue and Insurance systems. He completed projects to implement tax-processing systems for the Pennsylvania Department of Revenue and the states of Maryland, Maine, Massachusetts, Connecticut as well as the Inland Revenue Department of New Zealand. He also managed projects focusing on personal and commercial insurance.

He holds a Bachelor of Science in Finance from the Pennsylvania State University. He was raised and educated in Pennsylvania and currently resides in Elizabethtown with his wife and three children.

Sandra E. Mateer

Sandra E. Mateer joined the Commonwealth of Pennsylvania in March of 1986 as a management consultant within the Governor's Office of Administration/Bureau of Management Services (OA/BMS).

In August 1994, she transferred to the Office of the Inspector General/Office of Welfare Fraud Investigations & Recovery Management (OIG/OWFIRM) as the Director of Special Projects. In March of 1996, she was recruited to the OA's Office for Information Technology (OIT).

Sandra holds a Bachelors in Psychology from Millersville State College, and a Masters of PsychoSocial Science (MPSSc) from Penn State University. Currently, she serves as the OA/OIT's Director of IT Planning & Support.

In general, this team:

1) Identifies new enterprise IT initiatives that can generate significant return on investment (quantitative and qualitative) to state government and its customers.

2) Develops enterprise IT policies.

3) Reviews major agency IT initiatives through the OA's Investment Review Program (IRP).

4) Initiates/leads/facilitates E-government initiatives across multiple agencies and/or the entire enterprise.


Kristen Miller

Kristen has worked in the information technology field for over 11 years having served public sector agencies at the State and Local level within Heath and Human Services, Tax and Revenue, Education, Law and Justice and Victims Services. She has managed multi-million dollar projects among a diverse portfolio of needs in project management, quality assurance, full lifecycle system development, IT visioning and strategic planning, data warehousing and business process redesign.

Kristen holds a Masters of Public Administration from the Maxwell School of Citizenship and Public Affairs and a Bachelors of Public Policy from Syracuse University.
