Just in time delivery a term historically associated with goods and services for manufacturing increasingly applies to education. Pennsylvania businesses and industries want responsive, high quality and affordable learning tools to increase their employees skills. Web-based educational programming is changing the means to deliver adult basic skills training, business and professional development courses, workforce skill training, and undergraduate and graduate degree programs. Lifelong learning opportunities from Keystone University Network, the Pennsylvania State System of Higher Educations online learning network, are presenting new ways for Pennsylvania to prosper in the fast-paced, ever-changing economy.
An eLearning supported educational initiative is only as good as the support that is provided to both students and instructors. The School of Information Sciences and Technology (IST) at Penn State University has focused heavily on aligning eLearning support mechanisms to overall
programmatic goals within the innovative, "Online IST" curricular project. Online IST has been successfully delivered to over 6500 students throughout the Commonwealth of Pennsylvania over the past three
years and has been utilized by over 70 instructors.
The approach has been to provide integrated instructor development, student development, multimedia-based online demonstrations, physical support, and print documentation. Mr. Camplese will provide an
overview of the Online IST curriculum, including a historical overview, a review of the design and development methodologies, and overall delivery strategies. In addition, he will detail the support mechanisms that have been pivotal to the success of this eLearning initiative.

Kim T. Coon was named President of the Educational Resources Group on March 13, 2001. A member of the Pennsylvania State System of Higher Education, the Educational Resources Group has a statewide mission to enable all Pennsylvanians to take full advantage of lifelong-learning opportunities and their benefits. A primary goal of the organization is to strengthen relationships between and among the educational community, organized labor, Pennsylvania business and state and local government. The Educational Resources Group enables partnerships that provide education and training across the Commonwealth, expand educational opportunities to Pennsylvanias underserved communities and place-bound learners, help Pennsylvania attract and retain new businesses, and enhance community life in every region.
Prior to becoming President, Mr. Coon held several significant positions within State Government. Appointed by Governor Tom Ridge, he became the first Executive Director of the newly created Governors Center for Local Government Services, and later served as Deputy Secretary for Community Affairs and Development at the Department of Community and Economic Development. He also served as Director of Policy in the former state Department of Community Affairs.
A graduate of Lock Haven University of Pennsylvania, President Coon is also a former teacher, banker, and County Commissioner.
Cole W. Camplese

Cole W. Camplese serves as the Director of the IST Solutions Institute in The Pennsylvania State Universitys School of Information Sciences and Technology. His primary responsibility is the development and implementation of the strategic direction for the Institute. In this role, he directs all aspects of online courseware development, including process management and strategic relationships for both educational and training audiences, the oversight of the creation of innovative academic programs and technology tools that extend their reach. His background includes a Masters of Science in Instructional Technology from Bloomsburg University and a Bachelor of Science in Psychology from West Virginia University.
Research Interests
Campleses research interests include process and project management for courseware development, as well as the information technology tools that enable both. He has extensive experience as a consultant, instructional designer, instructional technologist and multimedia developer. Camplese is a published author who has presented practical solutions and research at regional and national events and conferences.
