Many IS organizations -- in both the public and private sector -- are funded as "utilities" but their internal clients demand an increasing array of customized, high cost, human capital intensive services. In this presentation, Susan Dallas, Research Director for Gartner Inc., will discuss how to manage clients' expectations and demands, and how to drive the IS organization to deliver more while spending less.
She'll discuss overall industry spending trends and how to control baseline spending, freeing up more for investment in strategic IT initiatives. Also included will be an analysis of tactical vs. strategic spending and how to move from a "back office" IT shop to one that provides increasing value for constituents and the mission of supported agencies.

Principal Analyst Susan Dallas is a research director in Gartner Research, where she covers the IT business management area. Ms. Dallas focuses on the alignment of business and IT strategies in both the traditional and e-commerce worlds, the design of organizational structures and processes to meet the changing and challenging needs of IT, and workforce issues within the IT organization.
Ms. Dallas has more than 20 years of U.S. and international management experience, including creating enterprise architectures, managing the network and operations areas of IT, developing technology strategies focused on business alignment, and building efficient and effective IT organizations. Prior to joining Gartner, Ms. Dallas held a variety of senior IT management positions at the Quaker Oats Company these positions include assignments in applications development, database administration, enterprise technical architecture and client services. Ms. Dallas most recent position was the director of information technology for Quaker Oats her responsibilities spanned all of IT for domestic and international locations.
