Web Services Primer - What are "web services?" What role will they play in the future of e-government? Understanding the impact of Web Services means understanding how their technical identity intersects with business opportunity. Attendees will get a picture of where particular aspects of Web Services stand on the hype cycle, and what progress is being made toward actionable standards.

They will also hear government case studies. What are industry vocabularies and why do they matter? When is the right time to initiate Web Services and what are the critical success factors? What should business managers expect of Web services? How will Web services mature through 2005?

A member of Gartner’s State and Local Government Consulting practice, Edward Fraga is responsible for the development of Gartner’s Government consulting service offerings methodology and for the overall approach of Gartner to e-government strategies and services. Mr. Fraga has extensive experience in state and local government IT, having spent his entire career in that area in both the public and private sectors. His areas of expertise include a wide variety of government automation applications, IT strategic planning, IT architectural planning, systems evaluation and selection studies, IT contract negotiations, local- and wide-area networks, and voice systems.

He has been a speaker for numerous conferences, including the Government Technology Conference (GTC) and the Information Technology Conference (ITC). Mr. Fraga recently was editor of the National Electronic Commerce Co-ordinating Council (NECCC) white paper on E-Government Strategic Planning and co-author of recent Gartner articles on “E-Government Architecture” and “Justice Community of Interest E-Government Architecture.”

Mr. Fraga is a frequent speaker at Gartner symposiums on e-government, speaking at Gartner’s Fall Symposium 2000 on “E-Government Security” and at Gartner Spring Symposium 2001, on “E-Government Architecture.” His E-Government Architecture presentation has been so well received that he was asked to present it again at Gartner Fall Symposium, 2001.” Most recently, Mr. Fraga has given e-government presentations to the states of Arizona, Colorado, Idaho, Kansas, Minnesota, Nevada, North Carolina,
Mr. Fraga graduated cum laude from the Santa Clara University in mathematics and received a master’s degree in public administration from the University of Southern California and an MBA from Pepperdine University.
