New York State's IT enterprise would rival that of any large, diverse, multi-national corporation. Add tight budgets, an aging workforce, the political landscape and you will find yourself faced with challenging times. New York State CIO James T. Dillon will discuss his experience in leading during these challenging times. Setting standards, building an enterprise architecture, developing workforce succession plans, sharing vital information with local governments, establishing governance and ensuring cooperative vendor relations are just a few of the topics Mr. Dillon is tackling day to day. Public and private sector IT leaders will benefit from hearing the obstacles and successes taking place in the Empire State.

James T. Dillon became New York State’s first Chief Information Officer on January 29, 2002 with his appointment by Governor George E. Pataki.

As Chief Information Officer, Mr. Dillon is charged with developing consistent and progressive information technology policies for all New York State agencies and ensuring that the State’s increasing use of high technology approaches to service delivery is done in a cost efficient manner and using best practices.

Mr. Dillon has full authority and responsibility for overseeing, coordinating and directing State resources related to technology policies and resources. These resources are now found in every agency and public authority in New York State. In addition, he is responsible for coordinating state IT relations with Federal and local governments and the State University of New York and CUNY.

Mr. Dillon has extensive experience in New York State government. Before his appointment as CIO, he served as Deputy Executive Director of the New York State Office of Science, Technology and Academic Research (NYSTAR). Prior to his tenure at NYSTAR, he served as Executive Deputy Commissioner and Acting Commissioner of the New York State Department of Labor. In that capacity he was responsible for welfare to work, job training programs, labor statistics and worker protection.

In addition, Mr. Dillon served with the Assembly Republicans for 16 years, including 12 years as Research Director. During the Governor’s transition in 1994, he served as a team leader, directing the efforts of Welfare Reform, Public Health and Mental Hygiene committees of the Transition Task Force.

Mr. Dillon received his Master’s Degree in Public Administration from the Nelson A. Rockefeller College of Public Affairs and Policy at the State University of New York at Albany and his Bachelor’s degree from St. Michael’s College in Vermont after six years in the United States Navy.

Mr. Dillon has served on numerous workforce and technology workgroups and commissions at both the state and federal levels.
