Technology enables us to grow our communities and economy in unprecedented ways - whether it is creating technology infrastructure to attract businesses to integrating computer use in a community center the power is ours to harness. Rich will talk about collaborative efforts between the Commonwealth and public/private partnerships and provide a vision for future growth in this area.

Rich Overmoyer became the Deputy Secretary for the Office of Technology Investment in the Commonwealth of Pennsylvanias Department of Community and Economic Development in April 2003. The Office of Technology Investment is the Commonwealths center for funding and supports for Pennsylvanias technology industry and community technology-related activities. Major initiatives under the Office oversight include the Ben Franklin Technology Development Authority, Life Science Greenhouses, Tobacco Settlement Board, Industrial Resource Centers, and the CyberStart Initiative. Overall as Deputy Secretary, Rich manages over $70 million in annual appropriations and over $480 in funds under management with outside investors.
From 1999-2003, Rich served as the Director for Policy and Technology with the Department of Community and Economic Development and prior to that engagement as an Executive Policy Specialist at the Department of Public Welfare. In his roles, Rich has been focused on delivering new programs for Pennsylvanias families and communities and on reengineering government to support business needs.
Rich has a Masters Degree in Public Administration from the Graduate School of Public and International Affairs at the University of Pittsburgh.
